CIO Welcomes New Employees
Matthew BoltenMatthew "Matt" Bolton joins the Information Technology Services and Support section as a member of the Level II Support Center team.  Matthew earned an associate degree in management and a bachelor’s degree in information technology (IT) with a focus in programming from American International University.  Working in the IT field for 16 years, he served nine years in the United States Air Force as a systems administrator, five years in the telecommunications market and two years as Help Desk manager at a private university.  Matthew, who is married and has one son, enjoys bowling with his wife, softball, racquetball and kayaking.
 
Dawn BradleyDawn Bradley joins the Division of the State Chief Information Officer (CIO) as administrative assistant to Dr. Jim Bryant. Dawn transferred from the South Carolina Department of Public Safety where she was the assistant to the Commander of the Highway Patrol Aggressive Criminal Enforcement team which is comprised of the narcotics, motorcycle, canine, evidence and work zone units. In addition, Dawn served as assistant to the Commander who was responsible for evacuating the southern coast of South Carolina in the event of a hurricane.  She earned her registered nurse designation from Midlands Technical College; however, she has retired from her nursing career. Dawn is excited about the opportunity to work for the CIO. Her interests include animals, music, traveling and studying nature.
 
Douglas CooperDouglas "Doug" Cooper is a Certified Government Finance Officer with more than 20 years of state finance experience. He comes to the South Carolina Enterprise Information System (SCEIS) team from the South Carolina Department of Health and Environmental Control where he served most recently as the director of general ledger operations. Doug earned both a B.S. in management in 1980 and a MBA in 1985 from the University of South Carolina (USC). He is an active member in the Government Finance Officers Association of South Carolina.
 
Jacquelyn CunninghamJacquelyn Cunningham serves as the SCEIS Training program coordinator and a member of the SCEIS Change Management team. Cunningham’s background is in higher education transformations using information and computing technology. She served as college director of instructional technology for Arts and Sciences at USC and an academic program director at South Carolina State University. Jacquelyn completed projects with numerous entities including IBM, Apple, Blackboard, AmericaOnline and Allyn & Bacon-ViaCom. She holds a bachelor’s degree in mathematics from South Carolina State University and a M.S. in technology management from the University of Maryland University College (UMUC).  In addition, Jacquelyn earned certificates in financial accounting (UMUC), Internet programming and multimedia development (Georgia Institute of Technology), "Managing people and innovations in high-tech organizations" (Massachusetts Institute of Technology) and "Data management for the social sciences" (University of Michigan). She is a member of the Institute of Electrical and Electronics Engineers (IEEE), Association for Information Systems and is active in South Carolina Partnership for Distance Education and EDUCAUSE, “a nonprofit association whose mission is to advance higher education by promoting the intelligent use of information technology.”  Married with two children, she enjoys events planning, mentoring and singing.
 
Willie Moore IIIWillie Moore III joined Bob Turnmire’s team in Enterprise Computing Services. Willie has over six years of desktop support experience from previous employment with the General Services Division, USC-Aiken and Aiken Technical College.  He earned an Associate of Science degree in computer engineering from Aiken Technical College in 2001, a Bachelor of Science in computer science from Limestone College in 2003 and a Master of Education degree in instructional technology at Lesley University in 2006.  Willie is looking forward to working at the CIO.
 
Lynne RisingerLynne Risinger joins the SCEIS team from the South Carolina Department of Health and Human Services where she served as an auditor in the ancillary reimbursements and internal audits section. A private sector employee for many years, Lynne began her state career with the South Carolina Department of Transportation in 1997 as a fiscal analyst in the general ledger section. She earned a B.S. in business administration from Limestone College.
 
Michael SheltonMichael Shelton is a program coordinator with the Value Chain/Customer Relations team. Prior to joining the CIO, Michael lived in Melbourne, Fla., where he was employed by the Florida Institute of Technology (FIT) as a business relations specialist with the National Center for Small Business Information (NCSBI). Michael holds a Bachelor of Arts in journalism/public relations from USC, as well as a Graduate Certificate in Contract Management from the Florida Institute of Technology. Michael is a native of West Columbia, S.C., and is excited to be returning to the palmetto state with his wife and two daughters. In his spare time, he enjoys reading, golf, backpacking and kayaking.
 
Stephen SmithStephen "Steve" Smith has more than 20 years of information technology experience with state and federal government.  Before coming to the SCEIS project, Steve was the lead SAP applications analyst for the South Carolina Department of Mental Health (DMH), the agency selected for the pilot SCEIS implementation.  In addition, he was an applications analyst for the DMH financial management system. Steve’s initial information technology training was in the United States Navy where he served as a data processing technician.
 
John TillinghastJohn Tillinghast, a wireless telecommunications engineer, works on wireless telecommunications projects for emergency preparedness, the Palmetto 800 MHz Radio system, which involves numerous agencies within the state, and the State microwave transport system.  John has worked in the public safety, critical infrastructure and federal sectors of wireless technologies for 30 years.  The last six years, he was employed with Motorola as a systems engineer. John is a licensed Professional Engineer and a certified Project Management Professional.  Also, he holds Federal Communication Commission commercial and amateur (Ham) radio licenses.
 
Richard WickerRichard Wicker works with the SCEIS Project team as deployment lead. Richard earned his Bachelor of Science degree in financial management at Clemson University.  He brings with him 20 years of experience in various financial and program positions within the State Housing Authority where, most recently, he served as information technology director.
 
Daniel WilliamsDaniel "Danny" Williams is a systems analyst in Technical Support Services for Mainframe Computing Services. He joins Sharon Mills’ team that supports Doc View, CA-7 and the Tape Library Management System.  Danny earned a B.S. in computer science from The Citadel in 1980, graduating in the same class as Dr. Jim Bryant who served as company commander their senior year.  Working as a programmer and analyst for 25 years, Danny began his career at Spartanburg Methodist College, followed by South Carolina Vocational Rehabilitation, South Carolina National Bank, Carolina First Bank and South Carolina Department of Health and Environmental Control.  He is active in The Citadel Alumni Association and a member of the Columbia SERTOMA Club (SERvice TO MAnkind) which is a civic group that raises money for organizations in need.  With his father’s service as a Methodist minister and Army chaplain, currently retired, Danny has lived all over South Carolina but he calls Charleston “home.”  He is a member of Union Methodist Church in Irmo, S.C. and is an avid supporter of USC athletics, especially volleyball, basketball and equestrian events. Traveling, listening to beach music and participating in outdoor activities, he enjoys life, lives it to the fullest and urges his new coworkers to drop by and say “hello.”
