AMENDMENT No. 1
"Must Section 24, Article I of the Constitution of this State relating to a bill of rights for crime victims be amended so as to provide that requirements that victims of crimes be notified and informed of their rights and privileges conferred upon them under this section do not apply to crimes the General Assembly by law excludes from these requirements, and to permit the General Assembly by law to further define the term victim for purposes of this section to stipulate the specific individuals to whom the section applies?

Explanation of the above:
In 1996, the voters approved a constitutional amendment giving every victim of every crime the right to receive notification and information about the progress of his or her case in court. The proposed amendment would change that. If approved, the amendment would allow the Legislature to exempt from the protection of the Victims Bill of Rights whichever felonies or misdemeanors it so chooses and specify which crime victims are protected by the Victims Bill of Rights.

"Shall Section 7, Article III of the Constitution of this State, relating to the qualifications of Senators and members of the House of Representatives, be amended so as to provide that a candidate for the Senate or House of Representatives must be a legal resident of the district in which he is a candidate at the time he files for the office?

AMENDMENT No. 3
A. "Must Section 11, Article X of the Constitution of this State relating to the pledging of the credit of the State and prohibiting ownership of the State in a company, association, or corporation be amended so as to allow the State Treasurer to invest endowment funds donated specifically to state-supported institutions of higher learning in equity securities of United States corporations registered on a national securities exchange or quoted through a national quotations system, subject to legislation enacted by the General Assembly which requires these endowment funds held and invested by the State Treasurer to be invested pursuant to a plan recommended by the State Retirement Systems Investment Panel which must be submitted to and approved by the boards of trustees of the respective colleges and universities?

Explanation of above:
This amendment would allow private funds donated to state supported colleges and universities which are held by the State Treasurer to be invested in stocks of United States corporations registered on any national securities exchange. Those investments will be made by the State Treasurer according to a plan recommended by the State Retirement Systems Investment Panel and approved by the college and university governing boards.
B. "Shall Section 14, Article X of the Constitution of this State, relating to indebtedness payable from revenue-producing projects and from special sources, be amended so as to provide that the General Assembly may provide by general law for counties to incur indebtedness for the purpose of redevelopment and to provide that the debt service for such indebtedness be provided from the added increments of tax revenues to result from such project?

Explanation of above:
This amendment would allow counties, if authorized by the General Assembly, to have financing authority to issue special bonds to pay for redevelopment in designated areas. The repayment of these bonds will come from additional tax revenues generated by the redevelopment. Only municipalities now have this authority.
AMENDMENT No. 4
"Shall Section 33, Article III of the Constitution of this State be amended by deleting the following sentence from the Constitution:
The marriage of a white person with a Negro or mulatto, or person who shall have one-eighth or more of Negro blood, shall be unlawful and void.
