SUMMARY SCOPE NOTE: This is the main series of executive clemency records for Governor Richards' administration and contains the entire record of all major petitions for clemency and the governor's disposition of them. A complete file contains the petition; any counter petition; the recommendations of the trial judge, solicitor, and Board of Pardons; a statement from prison officials about the prisoner's behavior; a transcript of trial testimony; and a copy of any order granting or revoking clemency.

Information includes the prisoner's name; the names of those supporting his petition; the names of those asking that the petition be denied; the county in which the prisoner was convicted; the crime of which he was convicted; the circumstances of the crime and the names of any victims of the crime; the sentence imposed; the details of any health or family problems deemed relevant to the prisoner's petition; and the governor's reason for granting or denying the petition.
