BIOGRAPHICAL/HISTORICAL NOTE: The right to request and grant the
extradition of fugitives from justice was vested in the governors of the states
by Article IV, Section 2 of the U.S. Constitution. In 1793, Congress made it
incumbent upon the governor issuing the requisition to demand the person as a
fugitive from justice and to produce a certified copy of either an indictment or
an affidavit showing the person to be charged with a crime in the state from
which the demand proceeds.
SUMMARY SCOPE NOTE: This series contains requisitions to and from
Governor Richards for the return of fugitives. Other documents include
indictments, affidavits, arrest warrants, and certificates for extradition.
Information includes the names of fugitives; the nature, circumstances, and
location of crimes; and the final disposition of requisitions for extradition.
