In accordance with the requirements of the federal Personal Responsibility
and Work Opportunity Reconciliation Act (PRWORA), the Child Support Enforcement Division (CSED) is
working toward the development of a quarterly process which will match CSED records of parents who owe past-due support against
the customer records of all financial institutions doing business in South Carolina. The information obtained through this data
match will be used for locate purposes as well as to locate assets of parents who are delinquent in their child support payments.
The CSED is working with the Federal Parent Locate Service (FPLS) and the Interstate Data Exchange Consortium (IDEC)
to make the data match process as efficient as possible and to avoid duplication of effort. Financial institutions which conduct business only in South
Carolina will report to the state through IDEC; financial institutions doing business in multiple states may report through
FPLS and the information will be provided to all relevant states to avoid the need for duplicate submissions to multiple states.
The Financial Institution Data Match Work Group is composed of representatives from financial institutions and state child support programs
across the country. This work group, with the assistance of the Federal Office of Child Support Enforcement, has developed standards for the
exchange of data between financial institutions and child support programs. Specifications for data matching may be found in the Financial Institution Data Match Specifications Handbook.
