Libba Patterson, State Director

Elizabeth G. "Libba" Patterson is state director of the S.C. Department of Social Services. She was appointed by Governor Jim Hodges in January 1999.

Dr. Patterson came to DSS from the University of South Carolina School of Law, where she specialized in children and the law, legislation and health law. While at USC, Dr. Patterson was director of the Office for Families in the Legal System at the Institute for Families in Society. She also served as interim director of the Children's Law Office, which she helped create.

Dr. Patterson has been a reformer in child welfare. She was the principal drafter of portions of the Children's Code Reform Act of 1996 and amendments to that statute in 1997. She drafted Central Registry of Child Abuse and Neglect reform legislation in 1997.

Dr. Patterson graduated with highest distinction in 1976 from the University of Arizona College of Law. She also is a graduate of Agnes Scott College.
